As a requirement for the 2010-14 Federal Gas Tax Extension Agreement and the Municipal Funding Agreements (MFAs), municipalities will be required to prepare and submit to Service Nova Scotia and Municipal Relations (SNSMR) a Municipal Climate Change Action Plan (MCCAP) by December 31, 2013.
The MCCAP will be an amendment to the Integrated Community Sustainability Plans (ICSP), which were prepared by municipalities and submitted to the province in March 2010. The MCCAP will focus on both climate change adaptation and mitigation and will describe how municipalities plan to respond to climate change.
The Province has completed a guidebook to assist municipalities with meeting this requirement. The MCCAP Guide serves as both a guidance document and toolkit, and is designed to assist municipalities and communities develop a long-term and strategic approach to managing climate change hazards, and corporate greenhouse gas emissions.
The guide consists of two parts:

(2) a component which deals with greenhouse gases emitted by municipally owned (corporate) assets such as infrastructure, municipal buildings, fleet vehicles, etc.
Both parts provide steps with clear instructions to help guide municipalities through the process of identifying climate change hazards and issues.
The primary objective of the MCCAP Guide is to allow municipalities to develop a clearer understanding of the ways in which climate change will impact the daily management and operation of communities; and for municipal councils to assign priorities to climate change issues with the potential to adversely affect the social, economic, environmental and cultural elements of communities.
Another objective of the Guide is to help municipalities to build greater capacity at the local level, so that solutions are tailored to match local circumstances, and potential courses of action can be implemented and controlled by municipal councils.
